Terms of Service
Effective Date: September 27, 2026 | Last Updated: September 27, 2026
1. Who We Are and What These Terms Cover
QualityNeighbor (“we,” “us,” or “our”) operates the website and platform at qualityneighbor.com (the “Platform”): a monthly community newsletter, a neighbor-to-neighbor marketplace, an events calendar, and local advertising, all for the residents of Hartland Ranch in Lockhart, Texas.
These Terms of Service (“Terms”) are a binding agreement between you and QualityNeighbor. By visiting the Platform, creating an account, subscribing to the newsletter, or posting anything, you agree to them. If you do not agree, do not use the Platform.
How we handle your personal information is covered separately in our Privacy Policy, which forms part of these Terms.
2. Eligibility and Accounts
2.1 Who May Use the Platform
Anyone may read the public parts of the Platform and subscribe to the newsletter. Posting listings, submitting events and articles, messaging other residents, and claiming advertising placements require an account and verified residency. You must be at least 18 years old to hold an account.
2.2 Signing In
Accounts are passwordless. You sign in with a Google account or a one-time link sent to your email address. You are responsible for keeping that email account and Google account secure, and for everything that happens under your QualityNeighbor account.
2.3 Residency Verification
We verify that you live in Hartland Ranch by mailing a card with a one-time claim code to your address. Entering that code marks your account as verified. We do not ask for utility bills, leases, or identification documents.
- Each household may verify up to two accounts. There are no exceptions for larger households.
- The claim code proves residency once. It is not a login credential and cannot be reused.
- Sharing your code, entering a code that was not mailed to your address, or otherwise misrepresenting where you live is a breach of these Terms and grounds for closing your account.
2.4 One Person, One Account
Your account is personal to you. Do not share it, transfer it, or hold more than one. If you move out of Hartland Ranch, your verified status may be revoked.
3. Acceptable Use
Use the Platform the way you would treat a neighbor at the mailbox. Do not:
- Harass, threaten, demean, or discriminate against anyone.
- Impersonate another person, a business, the community association, or QualityNeighbor.
- Post another person's address, phone number, email, or other personal information without their permission.
- Post anything unlawful, defamatory, obscene, or that infringes someone else's rights.
- Attempt to bypass residency verification, access another account, or probe the Platform's security.
- Scrape, crawl, or bulk-download resident information or content.
- Send unsolicited commercial messages through the marketplace messaging feature.
- Interfere with the operation of the Platform or place an unreasonable load on it.
4. Marketplace
4.1 Neighbors Dealing With Neighbors
The marketplace lets verified residents list items for sale, for free, or wanted. Every transaction is between the two residents involved. QualityNeighbor is not a party to any sale, does not handle payment, does not inspect items, and does not guarantee that a buyer will pay or a seller will deliver. Meet in a safe place, inspect before you pay, and use your judgment.
4.2 Listing Rules
- Every listing needs at least one photo, and photos must show the actual item being offered.
- Describe items honestly, including condition and defects.
- Price and terms in the listing are yours to set and yours to honor.
- Listings leave public view 30 days after posting. They remain in your account until you delete them or your account.
- When you delete a listing, the listing and its photos are removed from our systems immediately.
4.3 Prohibited Items
The following may not be listed, offered, or requested:
- Firearms, ammunition, weapons, and weapon parts
- Alcohol, tobacco, cannabis, vape products, and prescription or controlled medications
- Live animals
- Stolen, counterfeit, or recalled goods
- Adult content or services
- Multi-level marketing recruitment, lotteries, or anything requiring a licence the seller does not hold
- Anything illegal to sell or possess under Texas or federal law
We may remove any listing, prohibited or not, that we judge unsuitable for a community marketplace.
4.4 Messaging and Reports
Messages between residents are private to the two participants and to the administrator when a message or listing is reported. Report a listing or message that breaks these rules using the report control; do not retaliate in public.
5. Events and Articles
Verified residents may submit community events and articles. Nothing you submit is published until the administrator approves it. Approval is at our sole discretion, and we may edit submissions for length, clarity, or style before publication. Events may be published to everyone or to verified residents only, at the submitter’s request.
An article or event that has been published stays part of the record. If you later delete your account, published items remain but your name and profile are removed from them.
6. Advertising
6.1 Who May Advertise
Both advertising tiers are for verified Hartland Ranch residents advertising a business they own or run. Businesses without a resident owner are not eligible, even if they are nearby. Advertising must not promote multi-level marketing, adult content, firearms, cannabis or vape products, national chains, or services that require a licence the advertiser does not hold.
6.2 Free Placements
A free placement runs in one monthly issue and includes a hosted landing page on a QualityNeighbor subdomain. The landing page goes live with that issue and comes down when the next one publishes. A business may claim one free placement in any 12-month period. Free placements are a courtesy, not an entitlement; when more residents claim than there are slots, we choose.
6.3 Neighbor Spot
Neighbor Spot is a single paid placement at the top of each issue, priced at $20/month and billed through Stripe. It is not yet on sale. When it becomes available: the subscription renews monthly until you cancel; you may cancel at any time and your placement runs through the end of the paid month; we do not refund partial months; and if we remove your placement for breaching these Terms, we refund the unused portion of the current month and cancel the subscription.
6.4 Our Rights Over Ads
- Every ad and landing page is reviewed before publication and may be declined.
- We may take down any ad or landing page at any time, with or without notice, if we believe it breaches these Terms, misleads residents, or harms the community's trust in the newsletter.
- You are responsible for the accuracy of your ad and for your business's compliance with the law. QualityNeighbor does not endorse advertisers and is not responsible for their goods or services.
7. Your Content and Ours
You keep ownership of everything you post: listings, photos, articles, events, and messages. By posting, you grant QualityNeighbor a non-exclusive, royalty-free, worldwide licence to host, display, reproduce, and distribute that content on the Platform and in the newsletter, including in past issues and the archive, for as long as it remains published. You confirm that you have the right to post it.
The Platform itself, including its design, name, typography, and the editorial content we write, belongs to QualityNeighbor. You may share links freely. You may not republish the newsletter or its content commercially without permission.
8. Moderation and Termination
A single administrator runs the Platform. We may remove content, decline submissions, revoke verified status, suspend messaging, or close an account if we believe these Terms have been breached or the community is being harmed. We will tell you why when we can, but we are not required to give notice in advance.
You may stop using the Platform at any time, and you may request deletion of your account from your account settings. Deletion is handled as described in the Privacy Policy.
9. Disclaimers
The Platform is provided “as is” and “as available.” We do not promise that it will be uninterrupted, error-free, or that any content is accurate or current. To the fullest extent permitted by law, we disclaim all warranties, express or implied, including merchantability, fitness for a particular purpose, and non-infringement.
We are not responsible for the conduct of any resident or advertiser, on or off the Platform, for any item bought or sold through the marketplace, or for any goods or services an advertiser provides.
10. Limitation of Liability
To the fullest extent permitted by law, QualityNeighbor and the people who run it will not be liable for any indirect, incidental, special, consequential, or punitive damages, or for any loss of profits, data, or goodwill, arising out of your use of the Platform. Our total liability to you for all claims relating to the Platform will not exceed the greater of twenty US dollars ($20) or the amount you paid us in the twelve months before the claim arose.
Some jurisdictions do not allow certain limitations. Where that applies to you, these limits apply only as far as the law permits.
11. Governing Law and Disputes
These Terms are governed by the laws of the State of Texas, without regard to its conflict of law provisions. If you have a dispute with us, email us first and we will try to work it out informally within 30 days. Any legal action that cannot be resolved that way shall be brought exclusively in the state or federal courts located in Caldwell County, Texas.
12. Changes to These Terms
We may update these Terms as the Platform changes. When we do, we will update the “Last Updated” date at the top of this page and, for material changes, give notice on the Platform or by email. Continued use of the Platform after a change means you accept the revised Terms.
